After the Supreme Court’s ruling in District of Columbia v. Heller, the D.C City Counsel instituted a series of restrictions that blockaded D.C. residents from exercising their rights to keep and bear arms. The Second Amendment Enforcement Act, H.R. 5162, finally secures for District residents the rights reinforced by the Supreme Court’s decision. This legislation would, repeal the D.C. semiautomatic ban while keeping the ban on fully automatic machine guns intact. It will restore the right of self defense in the home, allowing firearms to be readily accessible for defensive purposes, while providing criminal penalties when a person allows an unattended firearm to fall into the hands of minors who harm themselves or others. The bill with allow D.C. residents to purchase firearms and ammunition in Maryland and Virginia, and allow licensed dealers to sell non-restricted ammo within D.C. H.R. 5162 will repeal the overly restrictive and costly registration requirement and ensure that firearms may be transported and carried for legitimate purposes.
